Case 1: nothing selects — it's a scan
If your cursor cannot select any text, the pages are images. Free OCR recognizes the words (free for everyone, including guests) and hands you copyable text.
Case 2: selection is blocked — it's restricted
If text visibly exists but copying is disabled, the PDF has an owner-password copy restriction. If it is your document or you have the right to use it, Unlock PDF (with a known password where required) removes the restriction.
