Step 1: dimensions before bytes
Resize to the dimensions the destination displays — a form's stated pixels, a layout's slot width. Pixels are where image data lives; compressing a 4000px photo into a 30KB budget produces mush that resizing first would have prevented.

JPG for photographs, PNG for graphics/screenshots/transparency, WebP for the web where supported. The wrong format fights its content — a photo as PNG is huge, a logo as JPG is smudged.
